i did a long time ago the Subway quest and was using it frequent to travel around areas today i logged in after long time now the subway is locked again and the quest is not working as it should anymore  any idea how to fix it ?   as to see on the screenshot is not giving me the quest text at all

You may be confusing it with another quest, I have checked and you have never received the HM Fly.

Getting the Nocturnal Feather to get the HM Fly is a requirement of the Intraregional Subway Quest.

 

The Nocturnal Feather can be stolen from Pidgeottos on Route 16, only during Nights and Mornings. Using a Frisk Pokemon will really help you on this quest!

You can also buy one from other players in Trade Chat.
