Why does legendary dogs doesn't spawn??

I already completed the quest for the legendary dogs and I also have 1000+hr playing time, is there a way I can get them or I can't get them because I lost to red at mount silver??, Thankyou!!

I apologize for the delayed response.

 

It looks like you meet all the requirements to catch one of the Legendary Dogs:

• 200 hours of playtime
• Completed the Legendary Beast quest in Bell Tower (Johto)
• Own the bell corresponding to the Legendary you want (In your case, the Water Bell).

The battle against Red has no impact in this quest or any other content if that matter.

To catch Suicune, it has a chance to spawn after you defeat the Guardian. This chance increases with each consecutive win, and it’s guaranteed on your 3rd win.

The cooldown is 12 days, just like any other boss. Good luck with your upcoming battle!
