To gain access to the Daycare Centers you must defeat the Naero boss on any difficulty. Naero is located in Cerulean Cave. How to Unlock Cerulean Cave: Join Dragon’s Club in Blackthorn City (costs 200,000). Catch 240 Pokémon to get the Dragon Medallion. Battle Dragonite in Dragon’s Den (B1F). Talk to the guard at the entrance of Cerulean Cave. Finally, defeat Lance (boss) in Dragon's Den (B1F) with a level 100 team. Daycares are available in every region at the following locations: Kanto: Route 5 Johto: Route 34 Hoenn: Route 117 Sinnoh: Solaceon Town. I hope this answers your question !
