Hello @Jsdhillon In Generation 9, Zapdos can learn Hurricane through a TM. However, when PRO transitioned to the National Dex, only data for new TMs, Tutors, and items were added, but no new vendor NPCs were included to sell those TMs. As a result, there is currently no way to obtain these TMs in the game. This will be addressed in a future update. I hope this clears things up. Since there’s nothing else to address on this topic, I’ll be closing it now.
