Hi, I have reversed this auction to the correct winner of @Xplodin for 9m.  During auctions bids are counted and valid by the minute and not the second.

 

This bid was received at 02:08 pm GMT+1. As these bids are activating the 15 minute rule, this extends the end time to  02:23PM. As bids are valid to the minute, this means that bids are valid up until this point, but not on it,  in essence here 02:22:59 would be the last valid bid. As this bid was received exactly 15minutes after, it is not valid.
