The 15-minute rule is implied in every auction. Therefore, the winner of this auction is @Galaxyimpact

This is not true. If a 24-hour auction ends at 09:55 PM, the latest you can enter a bid is 09:54:59 PM (assuming no 15 minute rule applied).
