I lost to Jackson for the 2nd in the school I went to talk his mother she just says to tell she misses him he'll be stuck the teacher hasn't notice her force her writting in order to go

After battling with Jackson, win or lose you are free to continue North to progress toward Viridian Forest. If you have any discrepancy doing so, take screen shots of any dialog given by NPC's and submit it in this thread.

Have you tried to progress to pewter city?

Not yet but I know that after the battle with Jackson at the school the teacher was supposed realize that Jackson 's  permission slip wasn't signed by his parents

I would like for you to try and progress toward Pewter City. If you encounter dialog that prevents you from moving forward with the story, screen shot the dialog and share it on this thread.

yes iam able to go to pewter but it bugs me to see Jackson stuck here is what am saying

I can understand the frustration. This scenario in the school is normal. The good news is that you can progress your story without worry.
