In Mt. summer 3f 2 i farm more then 30 miniute but no charmender showed up. Even though there  are total 9pokemon with all beign common. Whyyyyyyyyyyyy. One charmender should show up at least.

The occurrence probability of most rare poke is less than 1%. Even if one appears every 30 seconds, you still need 50 minutes. The fastest one will appear (if you are too lucky, you may get more).
