Pay 75k to the ditto guy in vermilion, then you get a voucher and you can trade in it for a bike in cerulean.

A house right next to vermillion city's pokecenter , a guy with a ditto need 75k to pay electiricty , give him 75k he will give you a bike ticket , then go to cerulean bike shop , talk to the man there he will give you a bike , you can find it in you key items :)
