Stuck in Latias & Latios quest.

So The Pokemon Revolution Wiki says need completed hoenn dex to start it. Which I don't have done, but I was able to start the quest anyways, I have gotten the seen data for both Latias and Latios. and I went back to the T.V but wasn't able to choose which one I want to catch or receive the Eon Ticket. and that is the point I'm stuck at.

I started the quest yesterday/day I made the post.

After double checking with other Staff teams, you can indeed start the quest with just the Hoenn membership: however, to progress past a certain point, you will require the full Hoenn pokedex caught data. It would appear you have currently reached that point. To continue the quest, chose your legendary and have a chance to catch it, you will need to complete your Hoenn Pokedex.
