Pre-evo tutor for tm moves

Could the pre-evo move tutor be either updated to include any tm moves that the previous evolution can learn but the final evolution can't or a separate npc in the egg move centers for this purpose. The reason for this is some people tend to train up pokemons and then fix their moveset, due to leveling in trainer tower with a evolved pokemon is much easier than doing it without. This can cause the issue that some pokemons can't learn certain tm moves that are exclusive to previous evolutions which might be really needed on certain pokemons, porygon being an example can learn teleport through tm but porygon2 can't so once its evolved without teleport learned its essentially locked out of getting that move. This can make pokemons quite literally unsellable. The benefit to this for the community is that new players who make this mistake can have a method of fixing it, it also adds to the game's economy as the epic or godly pokemons that some people evolved without the required moves could then be sold. While you can argue that once you made the mistake you won't make it again, I still think this change should be added.
