PP stall guidance

Many times I have been PP staled in Ranked PVP with the following scenarios:

 

Corviknight with Rocky Helmet item and moveset:

Defog,

Iron Defense,

Roost,

Body Press

 

against Marowak-Alolan with Shadow Bone (to not make contact)

and Suicune with moveset:

Calm Mind,

Rest,

Sleep Talk,

Scald

 

against Seismitoad with Water Absorb ability. Wanted to ask if this PP stalling is OK according to PVP rules?
