Can I create another account?

Hello!
I would like to know if I am allowed to make another account for myself. I have 3 active accounts in which I played the past week and will keep on playing, but I also have another account that was permanently banned a year ago, therefore I won't be playing in that account anymore. My question is whether I can make myself another account to have a maximum of 4 accounts to play with, or if making a new one will count as 5 total accounts, getting me in trouble. I tried looking for an answer in the rules of the game, but there is nothing about banned accounts in the rule of multiple accounts. I wanted to get an official answer from the staff to make sure I'm not breaking any rules. I’m not a staff members however have seen staff members and others confirm up to 4 accounts. I hold this helps
