I tryed to fight red on top of mt.silver, then the server went down for 1 hour and after it came back up I tryed to fight red again and I can't move and nothing happens. Can someone please help me resolve this problem, I want to go to trainers valley.

Relog. Happens when the server lags. Relog and try to avoid speaking to things while the servers lag or you will get stuck again.

I have relogged Many times. And I can move when I relog. But I can't fight him still

Well you should contact any Mods or GameMasters if the problem consists even when the servers aren't lagging
