Making money moves "usable" with new 1 week activity and still keeping market fair

We know that money moves like pay day, happy hour, make it rain doesnt work. Its fine, but I have idea, that will not crash market and keep environment fine. 

Story NPC's got 1 week cooldown. We dont usually fight with them, maybe sometimes when we like to train low pokes but much better method to exp its with exp share at cerulean. This prevents to fight with them every week. What if we make money moves work only with these repeatable NPC's? We can get another weekly quest to do, and keep more playing. Its not that high amount of cash, bosses every 2 weeks repeatable will still give more, but we will be able to little benefit from move like happy hour which isnt free (15k in easter event). We can also still left payday unactive, because its way too easy to get it. We can also do double risk double reward I mean: if u win this NPC fight u will get double money, but if u lose, u will lost 2x more money. We can do this with amulet coin too. There are many ideas, and we can do this properly without market crash.
