I have almost finished the mentioned quest. Found and KO'd both Latias and Latios. I went back to Littleroot town so i can make the final descision & go catch the Pokemon but when i interacted with the TV it didn't really let me make a choice, seems like i don't have access to the island & when i go back to check the TV again this message pops: "There's nothing interesting to watch on the TV".

Actually it never appeared for me to make a choice. Yet the TV still informed that the 2 pokemon have been identified & moved to an island.

Are you sure you have all the gen3 pokemon caught data excluding legendaries ?

It is a requirement to be able to pick one of the eon and go into the island.

I believe i am missing a few, i thought maxing hoenn pokedex wasn't a requirement any longer but thanks for the info :>

I'd like to extend an apology for the inconvenience you've faced so far, I know how unpleasant it feels to be unknowingly stuck in a quest with the feel you're unable to progress

As aforementioned by Mysticwind, you do in fact need the caught data for every non-legendary Pokemon in Hoenn. The change that you are thinking of is actually the removal of Evolution data within most quest's requirements. Hopefully once you have the caught data of the remaining Pokemon, you'll be smooth sailing through the rest of the quest and the proud owner of either Latias or Latios.
