In order to get to trainers valley, you must beat Red in mount silver. To get to him, you must have atlas 3 lvl 100s in your party. After that, go to the top of mount silver and he will be awaiting you. Trainers valley doesn't deal with pokemon seen.

 

Hope this helps

If you have beaten red, try fighting him again. I had the same issue and it fixed after I fought him a second time.
