I just followed the questline.

Just looked for other post, no luck.

 

Description and Message

After you beat Deoxys on the Moon, you can't leave with Rayquaza, only by useing escape rope which means nothing because you're still soposed to follow the questline and you have to go back there. Just need rayquaza to spawn!
