Unable to access Moon after becoming Hoenn Champion.

I completed the hoenn story and became champion. I checked both sky pillar and mossdeep space center multiple times and I am not able to return to moon.

 

I was told to go battle rayquaza and he would give me the option to go to moon. I battled rayquaza and got the message "rayquaza flew off".

 

I was told by another person to go to mossdeep space center. I went, but there is a guard in front of the doorway and he says "this area is off-limits".

 

I really want to hunt for Gible, but I can't because of this.

 

The people I talked to said they both have gone to moon after becoming champion.

 

Am i bugged?

 

I'm also confused about why one buddy says rayquaza while the other says mossdeep space center.

 

Neither work for me, though.

 

I don't know what to think or believe. Maybe i'll never get Gible... :Cry:

You have to go in Mossdeep Space center in the 2nd floor and talk to the man with Elgyem. It costs 15k

I found my problem. It turns out all i had to do was return to littleroot town and talk to prof. birch for him to say "oh i heard the space center's second floor opened up in mossdeep" and then the guard disappeared lol.
