What have you done before the problem was there?

i did the 1 gym(hoenn), beat the team aqua and magma on rusturf tunnel but the "boss" of Devon coorp don't want to give me the letter

 

What have you already tried to solve the problem?

i tried to go to dewford town to talk to steven but he don't care, he just look his stone ^^' i checked if i have forget something on the tunnel but nothing.

i did the 1 gym(hoenn), beat the team aqua and magma on rusturf tunnel but the "boss" of Devon coorp don't want to give me the letter, he just tell me "i'm the boss of this corporation,.... and i'm rich" (thanks a lot man you are so usefull ^^ )
