Norman still blocking the 5th gym

What have you done before the problem was there?

I progressed through Hoenn until I reached the 5th gym in petalburg. I played through normally and beat the first four gym leaders just fine, as well as completing all the story bits needed with team magma and team aqua.

What have you already tried to solve the problem?

]I have gone back through all the towns I went through (mauville, verdanturf, rustboro, lavaridge and verdanturf) to make sure that I did not miss anything to progress the story. I went to the 4th gym to speak to the gym leader just to make sure I received the 4th gym badge, and also went through lavaridge completely to make sure I cleared out all of the magma and aqua grunts. Norman will not get out of the way of the 5th gym. I also went through this part of the game with a friend, and I mirrored his actions 100%. He was able to beat the 5th gym and Norman was not standing in front of the gym after he beat the 4th gym.
