Had 30 owned in my Pokedex, went to Oak's Aide, talked to him he disappeared and didn't get Rock Smash.

 

Edit: I also cannot buy it from Celadon Mart.

I got flash the first time with 10 Pokemon, but now I'm talking about the second time when you need 30 and he gives you Rock Smash.

 

I went to the guy on 3rd floor and there is no rocksmash TM.

Rock smash is not an HM in this game. You don't need it to go further in the game.
