As there are a lot of people asking for better PvP rules, while not saying it'll stay like this, I took my time to suggest some ideas that would increase the balance and put rules in the PvP to make the game more fun by my opinion.

 

First off, the PvP seasons should end every 2 months to give time to the meta to take a consistent form. Now, by making something consistent it could very well end up boring. That's why every month, a forum thread should be made by the PvP council (PvP Council: 5 players in the top 25 chosen by the staff to represent the PvP meta changes each season. The PvP council should change with the coming of a new season.) in which they start polls on moveset, item, abilities and gameplay bans with a limit of up to 5 moves banned, 3 items banned, 3 abilities banned and banned move abuses such as using sleep on 6 opponent pokemon at the same time etc. About the pokemon, the council would have the right to put up a poll with 5 pokemon and the community would have to vote 2 out of the 5 pokemon to be banned, the maximum amount of banned pokemon would be 5. Those polls should be done each month or every 2 months and would also be coded in game.

 

Since pokemon tiers such as OU and Uber do not have any meaning in PRO, it would be appropriate to just have tiers called Eligible and Non-Eligible pokemon. Regarding pokemon balance, the PvP council would be able to discuss with the PRO staff changes in base stats of pokemon or even addition, edit and rework of certain abilities, items and moves. The PvP council would not have ranks between them and their opinion and word is equal among all members, if a decision could not be made between the council, that idea would just be called off.
