klefki cannot learn swagger.. why ?

Because swagger is banned with a clause in official competitive play ? and it's broke with prankster so yeah.

The the original poster are you using the TM or are you thinking it learns it by level up?

i just go to the victory road f3 swagger man and he says its not avaible (when he should be !!!) also move tutors has no ability of swagger too.

Klefki learns swagger through TM not move tutor so that would be the reason that it doesn't get it.

As said above by Tro11z, Klefki learns Swagger by TM, not by a Move Tutor. Locked.
