Focus Punch & Counter priority bug

I was battling Norman and his Vigoroth used Focus Punch on my Riolu when i used Counter. While my Riolu DID get one-shot, it still used counter before Vigoroth used Focus Punch.

 

Focus Punch is a -3 priority move

Counter is a -5 priority move

Obviously this means that Focus Punch should have gone before Counter and that Counter should not have even shown up in the text.
