Go at a different pokecenter; you'll need 5 in total :)

 

Check any Pokecenter in you been to. You need to install discs at five different centers all over Hoenn.

I want teleport to lilicove city, mauville city. but when i go to this places i get this message

*Note: I just go to city when i can put CD to system. Can not i choose city?

No, those are randomly located. Visit each Pokecenter in order to find the right ones. You need 5 in total.
