I encountered Professor Wattson outside the power plant today. However, when I went inside I found nothing in there. No NPCs other than Lt Surge and some guy that wanted to sell me a TM. I've re-logged, tried going back and talking to the secriity guard at a Pokecenter, nothings worked so far.

 

The only things that I can think of that might of bugged it for me are that I didn't talk to a guard at a pokecenter first, and that after I talked to Wattson I went to a Pokecenter to change my party.
