When i encounters Wattson at the entrance of the powerhouse i talked to him as supposed. The Magma/Aqua leaders left and so did Wattson.

Then when u enter the powerhouse there are supposed to be Magma/Aqua grunts and there should be an electric fence. In my case there isn't anyone there so i can't complete the quest and use teleport in Hoenn.

 

I am the Hoenn champion and i did talk to the officer in the poke center in front of the teleport system.

 

Maybe the bug is the fact that i went into the powerhouse before i completed al badges.

Then later i came back after 7 badges but i couldn't enter

 

Could it be that the quest is fixed since then so u aren't supposed to enter at all before u are the champion?
