I'm getting the exact same problem. Talked to Wattson in the cave before the power plant, went in and there was nothing there. No grunts, I checked box, nothing there either.

Same here i see no one in the newmauville after talking to Watson at the entrance !

If i enter the Power Plant, there is no Watson and i cant go further :(

At least you could find Watson inside Mauvile power plant. I defeated e4 hoenn,went to the power plant after talking with teleport guards, but Watson isn't even there. And i can't enter next room. Is it the same bug,or i missed something ?
