I was wodering if its possible to start the game in Johto or Hoenn, or you can just go there once you finish Kanto?

you cant start the game in johto or hoenn, you can reach johto by beating kanto elite 4 and you can reach hoenn by beating johto elite 4 and getting a lev 80 rattata, showing it to boss youngster joey and beating him to get to hoenn.

If you did not try, you have already lost.

As White says, you must proceed starting in Kanto, passing the regions in the chronological order (then Johto and then Hoenn).
