You need to finish the Pokemon Tower to get the Silph Scope off the old man? Or before that you need to do the Team Rocket Hideout in Celadon, then go back and do the Pokemon Tower in Lavender. (I think that's what you're on about anyways..).

It's the PokeFlute you get from mr Fuji (after you helped him). Despite that little mistake you're right. After dark tunnel you go from lavander to Celadon City and do the rocket HQ quest (where you also will earn eevee and silph scope as reward) and defeat the 4th gym leader. After that you go back to lavander and find Fuji in the Pokemon Tower you get PokeFlute.

 

 

Edit: Before you can enter Lavander Pokemon tower, you need to enter Mr. Fujis house in lavander.

Ohh yeah the Flute, but I guess you need the Scope also :D
