My pikachu can't learn surf?

In order to learn Surf, you'll need to have chosen Pikachu as a starter, which it sounds like you have done. Get the HM Surf from the house at Safari Zone Area 3. Afterwards, head back to the Victor NPC at the Fuchsia beach area, and he should teach your Pikachu Surf. Keep in mind that you'll only be able to teach Surf to a Pikachu caught with your OT, so if this is a Pikachu that you've purchased from another trainer, the tutor won't work.
