On which server issue happened: RED

 

This is my first time in Mt. Silver Summit and have gotten all the way to the top, yet theres no Red? I know theres a cool-down period, however I've yet to actually fight him and he's no where to be found. I've tried relogging and still nothing. No one has the information to my account, so theres no way I would've fought him already before.

 

I've looked at forums/faq and have found people who've fought him, lost and then Red disappeared but am unsure what to do since I've yet to even fight him. (I've finished E4 Johto & E4 Kanto, yet to meet requirements for Hoenn)
