"Unknown Place" is an area accessible by surfing via Trainer's Valley.

 

In order to reach Trainer's Valley, you'll need to have fought the Red Boss NPC at Mt. Silver; you'll also need to have 120+ different species of Kanto Pokemon owned and 38+ evolutions recorded in your Pokedex. Then you can take the train from Goldenrod or Saffron Train Station, and pay 10k to access Trainer's Valley.

 

Once you've arrived at Trainer's Valley, head over to the right side until you see an area with a lake. From here, surf up until you reach a beach. Enter the cave at the beach and continue walking up; you'll reach "Unknown Place" afterwards.
