When I first walked by him he gave the battle sound, but no text box appeared, and we got in a battle. He used a 30-something (I wasn't exactly paying attention) Rattata. When I talked to him afterwards he battled me again with 5 level 50 Magikarps and a level 40 Gyrados. I got EXP from the Rattata battle, but the second battle gave me no EXP.
