Sorry if this is the wrong place to post this but i wanted to know if you can catch any pokemon with any rod. I mostly want to know if you can catch shellder with a good rod in kanto.

Afaik Shellder is super rod only and still extremely rare. You get super rod from Olivine in Johto unfortunately.
