Hello! I've completed all regions. I have Mew. I have all Dex data from johto even the legendaries.

 

 

I looked up some guides and I did everything they told me to do but I still cant get the the reward from scientist rey or the gs ball back from the scientist in ruins of alph.

scientist rey is for one of the 3 dog stones I believe, and that requirement is something like 700hours+. As for the g.s. ball, check once more if your johto dex is actually completed.

I have 729 hours 39 minutes and full johto dex completed.

You need 750 hours to receive the dog stone. It's not related and not required in order to get Celebi though.

 

Celebi requires at least 121 evolutions. How many do you have?

Yes, I didn't have 121 evolutions when I tried to get the gs ball. I didn't think you needed the evolutions to get the gs ball I thought you only needed the evolution to get to where celebi is. Sorry for wasting your time. :Ambivalent:
