Gardevoir should learn Moonblast at LV85 in pokemon XY or LV62 in Omega Ruby/Alpha Sapphire. Only Pokemon from 1-260 in the National Pokedex have their movesets updated to the Generation 6 ORAS movesets. Gardevoir is 282 in the National Pokedex, meaning it's still on its Generation 5 Black and White moveset. You'll have to be patient and wait for more movesets to be updated in the future.
