I was playing and I went to the leader of thunder gym in vermelion there when I entered the boat and defeated all NCPs was in custody and he did not let me go and told me it was to get a Blissey who was on the boat and told me where find more when I went there the Blissey was not there what I do ???

Hi, can you explain what steps you've taken on the SS Anne so far? It may be that you haven't completed the quest correctly yet.

I did everything right more when I was in the location of Blissey it just was not there

Yup, this means you haven't completed the necessary steps yet.

 

You'll need to go back to the Kitchen and speak to Dr. Neumann. Make sure you select the second dialogue option "2. Is there any way I can help?", as well as any other dialogue options that show up about helping him. Then pick up the Pecha Berry from the Kitchen trash can and return to Jenson. His dialogue should change at this point, and he should say something about his Blissey. The Blissey will appear at the ballroom after this.
