Hi, Phantom Force is a move that was introduced in Generation 6 for certain Pokemon. However, only Pokemon 1-260 in the National Pokedex currently have their movesets updated to Generation 6 within PRO. All the Pokemon that learn Shadow Force are past 260 in the National Pokedex, meaning you'll have to wait for more movesets to be updated first.

 

The same principle applies for Moonblast. However, there are certain Pokemon (Clefairy, Oddish, etc) that are currently capable of learning Moonblast by level up, since their movesets have already been updated to Generation 6.
