I evolved Charmander into Charmeleon at lvl 16 and did not get the option to learn the ability Dragon Rage please help

Only Charmander gets Dragon Rage at 16; Charmeleon will get it at 17 instead. In the future, you can refer to your Pokemon's Pokedex entries to see which moves they'll learn by level up.
