nah for real mate, tech is wayyyyy better than swarm, since it boosts anything with 60 or under power, esspecially nice in combination with bulletpunch ( priority move)

Bullet puch 40 + 20 (50% boosted by Technician) = 60

It is still low if compared to Iron head (Iron move with 80 power)

 

If you want to hit first, train the speed EV.

 

I think it's better X-scissor with 120 power (80 + 40 from swarm) then 60 power in Bullet puch, for this reason I'm saying swarm is better

Hey man, the technician ability boosts alot of 60 or less moves power to a much higher level than swarm. Scizor is mostly played around bullet punch and swords dance. I would like to commend you on trying your own opinion, but, next time investigate some more! Best of luck ^^
