My start pikachu learn surf, and i used for a long time, yesterday i switch surf for flash just because of a tunel and why i can switch again flash to surf?

Are you trying to teach surf with the HM? You need to teach surf to Pikachu using the npc you used to get it in the first place. I didn't chose Pikachu so I don't remember which npc this is but hopefully you remember.

Because Pikachu can only learn it by tutor. It is an event move. Nidoqueen learns it through hm regularly.
