"Not Surfing" When entering Aqua Hideout

Hey guys so, I just made it to the Aqua Hideout at Hoenn and we enter it via surfing. When inside however, we are as if we were walking (but cant move). licking does let us to surf though (we get the prompt asking if we want to). Here is a Picture illustration:
