Sky attack can miss right away

So i was battling a wild noctowl,it uses Sky attack and it misses,then on the next turn it uses sky attack but this time it displays ''Noctowl became cloaked in a harsh light!" and on the turn after that the attack hits normally.The first time Noctowl used sky attack,the text said it missed when it should say ''Noctowl became cloaked in a harsh light!".So what i mean to say is that the move missed on the first turn of the attack when Sky attack cannot miss on the turn it is used since its a 2 turn attack move.
