Hi there. Don't worry about the scientist NPC, as he was only blocking the cave entrance for the sake of story progression - he doesn't have a role beyond that. After you've beaten the miniboss inside the Tanoby Key, you can access the five dig spots behind it. Check this guide for a list of some of the Pokemon/items you can unearth from those dig spots. Afterwards, you can try heading over to the Tanoby Ruins and exploring there.

 

Unfortunately, I believe there's no way to access the area the sailor NPC is guarding, at this time. Sorry about the inconvenience.
