Hi there. Have you made sure to follow all the steps of the SS Anne quest correctly? You can check this guide for a walkthrough. In the meantime, here are some common things that players forget to do when trying to complete the quest:

 

1. Make sure you have selected all help-related dialogue options when you speak to Dr. Neumann in the kitchen. This is important, as the pharmacist won't speak with you about the Secretpotion unless you've selected the correct dialogue options.

2. Make sure you've checked all trash cans in the kitchen, as there'll be a Pecha Berry hidden in one of them.

3. Make sure you deliver the Pecha Berry to Jenson the pharmacist, who's on the second floor of the SS Anne.

 

If you've done all of those things properly, Blissey should appear at the Ballroom afterwards.
