ok so i just spent the last 4 hrs trying to get hm fly cuz i thought it would do as it has allways done but apparently it doesnt and ive spent all that time and 50k! on nothing... refund please???

That's the actual quest. You have to spend money to gain the HM and also to gain access to the Subway System. Staff members won't give you any refund of any in-game currency for doing what was suppose to be done in the first place.

 

Also staff did pointed out on day one that HM Fly never worked out of battle. You just never took the time to do your research.

You and the whole game's population had and will give 50,000 Poke Dollars to the guy so get used to it. There will be other quests that will make you fork over money such as the Dragon Membership. If you don't like that, then this game is probably isn't your kind of game.
