Valencia Island is not currently accessible in game. As Thor has commented in this thread, it is a long-term area that is being worked on, so you can expect to wait a while longer for its release. In the meantime, keep an eye on the Announcements board, as that's where you'll see news and updates about new areas, events, etc.
