Surf HM bug

I had just gotten to route 20 in kanto region and defeated Victor on the right near the entrance. Once defeated he sold me HM03 - surf to a pikachu/raichu to which i used it on my level 50 raichu and it seemed to work, i then tried to use surf in the water and it said in chat "you need to own HM03 - Surf to be able to surf." although surf had shown up on the abilities list for raichu and i could even use the attack to defeat land pokemon. i had relogged 3 times to try to fix it and nothing worked. HELP ME

Hi there, how many badges do you have? You need the fifth Kanto badge (the Soul badge, from the Fuchsia Gym), in order to use Surf outside battle. Also, make sure you have the actual HM03 in your inventory - you'll need to pick that up from a house in the Safari Zone Area 3, as Victor doesn't give you the actual HM disc.
